This is clearly illegal:

It just gave an error message in 2.95, but ICEs with 3.2 and
3.3:

g/new-ice> /home/bangerth/bin/gcc-3.3-pre/bin/c++ -c new-ice-33-13.ii
new-ice-33-13.ii:2: error: `X' is not a template
new-ice-33-13.ii:3: internal compiler error: Segmentation fault
Please submit a full bug report,

Mainline is not affected, though, so this is really low
priority.
