target/4016: [c4x] compiler bug during reload

Hi all,

testcase in this PR no longer crashes as reported. execute/961213.c  
compiles fine with -O3 -m30
on powerpc-apple-darwin6.5 x c4x cross compiler on both 3.3 cvs  
(20030506) and mainline (20030506).
