Synopsis: Please make -Wtrigraphs the default

State-Changed-Why:
    -Wall implies -Wtrigraphs.  Zack and I, the active CPP maintainers, feel this is enough, but that we're willing to add it to be on by default to gauge the response.
    
    Is -Wall not enough for you?
