Adding template in from of i<U> makes it compile. I think this is one of the places the keyword 
template is needed but I do not have the C++ standard.

template <typename T>
struct a
{
  template <typename U>
  struct i
  {};
};

template <typename T, typename U>
struct b
{
  typedef typename a<T>::template i<U> a_t; // line 12
};
