There is consensus from the library maintainers that libstdc++-v3
has a statement of thread safety and that the implementation meets
it within the confines of the libc implementation we layer upon, etc.
libio/libstdc++-v2 may have had stronger guaruntees. (BTW, I didn't
repoll all such maintainers rather this position is from the last time we
discussed it.)
