I believe that this was fixed by the following patch:

2002-11-05  John David Anglin  <dave2hiauly1.hia.nrc.ca>

        * pa64-hpux.h (LIB_SPEC): Fix p and pg options.
	(STARTFILE_SPEC): Remove p and pg options.
