[Bug c++/13376] [3.4 Regression] Incorrect dumps of RTL for passes that use current_function_name

This used to work with 3.3.3 so it is a 3.4 regression.
I can confirm this on the mainline.
Using Phil's regression hunter I found that the regression was introduced between 2003-
08-29 and 2003-08-30.
