Does occur on mainline, i686-pc-linux-gnu. 
Changing the target for more attention.
Reduced down to:

/* -O3 */
int g;

void
foo (void)
{
  long j, k, p;

  while (p)
    {
      while (k < 0 && j < 0)
	;
      if (g)
	;
      else if (g)
	;
    }
}

Note that all local variables are uninitialized.
