This is a bug in your local setup:
/home/GNU/kernel-2.4.21/include/linux/config.h:4:28: linux/autoconf.h: No such
file or directory
make[2]: *** [/home/GNU/obj/glibc/socket/sa_len.o] Error 1

You have to setup your include files correctly.

please do check before sending bug reports that what you report is really a
gcc bug and not a bug in your local setup.
