The reason why they are marked as expected to fail is because not every one has the locale data 
for these tests.  The reason why you are getting XPASS is because you have the data that is all.
We really did not need this report as we know that this was an issue and that is why if you sent 
your results to gcc-testsuite@gcc.gnu.org we would have looked at it and say them and just say 
you must have the locale data installed.
