Indeed, as noticed by Andrew, this is target dependent: f.i., netbsd is 100% ok.
We shall simply go work through all the config/os/*/ctype_base.h and fix those
which are not ok (most are not ok, generic included).

If nobody volunteer in the next couple of weeks, will do myself...
