I cannot reproduce it in the mainline (20030730) (I had to add -Wl.-E to compile the app 
to export getCounter()).
So closing as fixed.
Note _Z4foo1.v should have been named _Z4foo1v.
This was on Linux with the lastest binutils (20030730) and glibc 2.2.5.
