In the function handle_alias_attribute I see at the end of the function : 
if (TREE_CODE (decl) == FUNCTION_DECL)
        DECL_INITIAL (decl) = error_mark_node;
      else
        DECL_EXTERNAL (decl) = 0;
Does that means that the alias function is unitiliazed? 
in that case why not adding the case where DECL_INITIAL(x) == error_mark_mode in the pushdecl function? 
Right now only DECL_INITIAL(x) == 0 is required to set DECL_CONTEXT to 0.
and so afterward we have an ICE when we try to generate rtl for this extern function.
