c++/8036: ICE on initialization of static const member

Hi,
the following shorter code snippet exposes the same problem:
------------------------snip here--------------------------
template <typename T> struct A
{
static const int t[1][1]={{0}};
};
------------------------snip here--------------------------
The code is still not quite legal, but is accepted by gcc 2.95.x and
3.0.x (it is only rejected when "-pedantic" is specified).
Alas, the 3.2 branch and the mainline issue an ICE on the code.
That's definitely a regression and thus marked "high priority".
Greetings,
Volker Reichelt
