PR6942 should be high priority (for 3.3)

PR6942 should be marked as high priority in GNATS.  
It is not present in 3.2 but is present in 3.3.

The symptoms are a failure of "make gnatlib-and-tools"
on cygwin but it was introduced/uncovered by middle-end 
changes between 06:00 and 12:00 UTC on 2002-03-06.
