C++ bug fixers: This may be low hanging fruit

I bet that this is actually something you may want to do if you have 5 
minutes left before your bus leaves :-) c++/2708 is about accepting
    struct A {};
    namespace A {};

This appears more often than in just this report. I know that there is at 
least one open report out there that uses exactly the two lines above (but 
cannot seem to find it), I closed another one yesterday as a duplicate, 
and PR 3816 may or may not be related.
