update_equiv_regs() and dependency chains

   This solves the high priority PR optimization/6615 as well. Running a 
   bootstrap on powerpc-linux-gnu now.

This doesn't surprise me since this bug appears to be present
throughout the life of update_equiv_regs() :-)
