New test g++.old-deja/g++.other/comdat3.C fails on cygwin

New test g++.old-deja/g++.other/comdat3.C fails on cygwin.  There is no ChangeLog entry for the test. 

The compiler output is 

.../ccOeXSdg.o(.bss+0x0):comdat3-aux.cc: multiple definition of `A<int>::b'
.../ccgDtiIm.o(.bss+0x0):comdat3.C: first defined here
collect2: ld returned 1 exit status

Any ideas?
