There isn't any technical difficulty, in principle, with generating
.texi files at build time. In fact, the Fortran front end does this
already. (see f/intdoc.*)
If I remember correctly from the last time this came up, the problem
is that the transforming program is written in an exotic language
(SNOBOL?) and therefore can't be run on most people's systems. If so,
I encourage you to check everything into CVS anyway, right now, but
comment out the relevant Makefile rules. The documentation will then
be available in some form for people to read; we can proceed
immediately to address concerns about the content; and other people
may be motivated to help fix the build problems.
