SSE definitions for Athlons seem inconsistent

I'm not sure about this, but SSE definitions for Athlon targets seem
inconsistent: in i386.c PTA_SEE is defined for 4, xp, mp but in i386.h
__SSE__ is only defined for tbird, xp, mp and __tune_athlon_sse__ for 4,
xp, mp.

IMHO __SSE__ should be undefined for tbird and defined for 4.
