The same behaviour I get after not selecting the c,ada target languages.
>How-To-Repeat:
1. new installation of OS, add the /usr/local/bin to the path, install the GNU make on this system
2. untar the distribution of gcc 3.1 [/var/cx]
3. make buil subdir [/var/cx/gcc]
4. CC=cc /var/cx/gcc-3.1/configure --enable-languages=c,ada
5. make bootstrap
6. make install
7. try to compile any ada (filename.adb)source
