The xstormy16 target lacks documentation.  This is a regression in
documentedness since 3.0, which did not have this target.  This was
pointed out when this port was added

Try to find documentation of this target.


Document target option and attribute, and add links to readings.html.

If this is not done, then remove this target on the 3.1 branch before
3.1 is released.
