libstdc++/6442: Regression wrt 3.0.x: undefined reference to `std::__basic_file<char>::is_open()'

After another cvs update the problem has disappeared.
Now the non const version of

     std::__basic_file<char>::is_open() const

is no longer referenced (but it was yesterday!)
