The correct way to resolve this will depend on the outcome of
the ARM EABI review -- that is, whether a new relocation
type should be added to handle thumb branch instructions
in PIC mode, or whether the existing relocations should
be re-interpreted. I'm suspending this bug until such
time as the correct approach is known.
