"changing search order for system directory" kills cross-compiler tests

About six months ago the libstdc++ testsuite fell over on a cross-compile
due to this cpplib warning:

Since nobody else is seeing it (apparently), I wrestled with it but
couldn't figure out why this would happen. I had other things on my mind,
so I disabled the warnings in remove_dup_dirs and thought no more of it,
secure in the knowledge that it had to be something local to my setup.
I just tried again, and the cross-compile still fails to run the library
testsuite.
Do you have any thoughts on what I might be doing to cause this?
What information can I give you?
This has been driving me bonkers for months now. Any sanity you could
bring to bear would be most appreciated. :-)
