Yes, impact as written in this report. want to emphasis this problem.

By taking out the gcc_s stuff from the specs, you can fix this problem
beside of c++ programms, which are linked again libstdc++.3.0.so,
wich itself requires libgcc_s.so again.

i made a patch for my rpm to gcc/gcc.c to take out this gcc_s + gcc_s%M
stuff.

to whom it might concern:

i believe, that libgcc_s.so was not a good idea, please change it back.
