State-Changed-Why:
    out_waiting() is not part of the ISO C++ standard
    (although it is in some older C++ library implementations).
    libstdc++-v3 which comes with gcc 3.0 tries to
    follow the C++ standard very closely.
    
    Dietmar Kuhl mentions a workaround to out_waiting()
