Both are needed.  I use the "append to the PR" feature to note when
I've checked in a test case for a bug, before the bug itself has been
fixed (or even analyzed).

Having it send the message to more than one PR is a problem with
log_accum, and probably not anything Bugzilla would address.  Someone
needs to hack log_accum to search for multiple "PR foo/nnn" bits.
