Test gcc.c-torture/compile/20001226-1.c takes too long tocompile

It does indicate a bug in the compiler.  We should, at the very least,
be throttling whatever algorithms are running for so long.

I think this was working better (Jeffrey worked on it) a while back,
so something may have gotten worse recently.
