PATCH: minor corrections to gthr-dce.h

Yes, it's non critical.  The v3 support for dce threads doesn't exist
yet.  I don't know what else might use this but there are obvious
workarounds and its been this way for quite awhile.  I have been trying
to clean up thread problems because of thread-related problem building
eh_global.cc in v3.
