libstdc++-v3 configuration and check problems under hpux 10.20

a couple of things:

1) the v3 testsuite does need to be fixed

2) I've been trying to keep the libstdc++-v3 on the branch pretty
   quiet. There's enough stuff for people to do without anarchy in the
   c++library. Perhaps we should be a bit more aggressive about
   merges, but I'm trying to give Mark a break.

Please be patient with #1. Gaby and I are trying to move to a
dejagnu-based framework instead of the bash script.
