Responsible-Changed-Why:
    My patch, which followed what I thought was good release
    engineering practice (to incrementally add a conditional
    code path verses changing a known good code path),
    was rejected.  I am unwilling to put my name on a more
    aggressive patch that I have no means to personally test.
