Don't use -fomit-frame-pointer on i686 with gcc-3!

A compiler with that flag added to BOOT_CFLAGS can't pass bootstrap.
I've compiled numerous programs in the last few days that don't work with
that flag, then work when I compile without it now that I've discovered
this (everything else being the same).
I'm compiling everything with -march=athlon, although I'm pretty sure it
does the same with i686. Haven't tried other archs.
