gen_internal_sym is defined in dwarf2out.c. 

It was last modified by me (I didn't create it, it's been there since
the dwarf2 elimination stuff was introduced months ago) 05-18-01.

It has both a prototype, and a definition.

libbackend.a below is including dwarf2out.c, so i'm not sure what to
tell you. 
Something is miscompiling, using the wrong files and you have an old
dwarf2out or libbackend.a that it's picking up for some reason, or
just flat out wrong.
