Build Optimization triggers testsuite failures

Boostraps on a i686-pc-linux(2.4.5)-gnu(2.2.3) box show more failures
when optimized CFLAGS are used for the bootstrap.  Here are the main
differences:

                 Test            unoptimized   optimized
                 ----------------------------------------

                 gcc                  1             5
                 libstc++v3           0             7
                 ----------------------------------------
