other/3862: During the build process, gccbug is installed using$(INSTALL_PROGRAM) instead of $(INSTALL_SCRIPT)

I posted the patch to the patch list, with the subject "Patch for PR 3862"
Its a fairly simple change.  I don't know enough to know if its the
correct change, but it worked for me.
