libstdc++-v3 bootstrap error: srcdir = objdir

When doing a srcdir = objdir bootstrap, even on i686-pc-linux-gnu,
current CVS sources of GCC fail due to a problem with libstdc++-v3:

  libstdc++.exp           ..linked
  libstdc++.tests         ..working in
  tests.exp               ..linked
  printnow.c              ..linked
  loading cache ../config.cache
  configure: error: can not find install-sh or install.sh in .. ./..
  make[1]: *** [configure-target-libstdc++-v3] Error 1
  make[1]: Leaving directory `/cvs/gcc'
  make: *** [bootstrap] Error 2

make is GNU make 3.79.1.
