web/2000: "Cookies not enabled" warning gone from GNATS

Actually, it would *always* warn, whether you had cookies enabled or not.

If and only if you have Javascript enabled and Cookies disabled. All other
combinations work as expected.

But, this *is* a problem. I will try to fix it.
