no make quickstrap in gcc 3.0.1

I ran make bootstrap a second time after the first one failed (sending
separate bug report about that), and it reported:
Bootstrap complete - make "quickstrap" to redo last build,
"restage1" through "restage3" to rebuild specific stages,
or "cleanstrap" to redo the bootstrap from scratch.
So I tried make quickstrap, but there was no such target:
$ make -n quickstrap
make: *** No rule to make target `quickstrap'. Stop.
Ditto cleanstrap.
This is with gcc 3.0.1 on [gnu/]linux 2.2.14-5.0 (red hat 6.2), after
configure --prefix=/usr/local/gnu --enable-languages=c,c++
