s390x broken with cross compilation

I've tried to build a cross compiler for s390x on the trunk and got:

make[1]: *** No rule to make target `/cvs/gcc/gcc/config/s390x/s390x.md', needed by `s-constants'.  Stop.
make[1]: Leaving directory `/builds/gcc/cross/gcc'
make: *** [all-gcc] Error 2

I configured with:
/cvs/gcc/configure --host=i686-pc-linux-gnu --prefix=/opt/cross --enable-shared --enable-threads --with-gnu-as --with-gnu-ld --target=s390x-linux --disable-nls
