Why Remove libstdc++-v3-dg.exp's Irix code?

I had a look at this last November.  The real problem lies in testing
multiple ABIs simultaneously.  The least worst solution I could find for
g++.exp was http://gcc.gnu.org/ml/gcc-patches/2000-11/msg01537.html .  

Once irix bootstraps I will test this again.
