Attached is a revised patch.  The main idea is the exception filter
should have word_mode everywhere.  I do not know if word_mode is
correct, but it is more consistent than the previous patch.

A preliminary test on Linux and mips-sgi-irix6.5 shows promise, but I
will run a mips-sgi-irix6.5 bootstrap overnight.
