Yes, this *is* a bug. And it looks like the bug I fixed has
reappeared somehow (haven't had time to look at it yet).

What *should* happen (and that's how I fixed it last time) is, that
if no suitable gettext tools are found, no catalogs will be created
(i.e. the CATALOGS macro should be defined as empty).

I'll check this as soon as my time allows, which won't be before Oct.
4th, i.e. mid next week.
