NLS related bootstrap failure (i686-pc-linux-gnu)

Current CVS on a SuSE 7.0 box. Looks as if my strategy to have a bare bone
box around for portability testing keeps paying off! :-}

FWIW, the problem looks remarkingly similiar to one we had about two
months ago, if I remember correctly.
