Should people need bison or is that a bug?

According to < http://gcc.gnu.org/cvs.html#generated_files >, people should not need bison.
Also, the comment header of contrib/gcc_update mentions it as one of its main purposes.

On the other hand, bison-generated files are missing from the repository,
but included in the .cvsignore files and incompletely mentioned in gcc_update.
(In fact, only gcc/java/parse.h is mentioned.)
They are also (probably as a consequence) missing from the snapshot tarballs
and the diffs published for them, so that not only people using cvs need bison.

This is contradictory. Has the policy changed recently (and the web page not been updated)
or is this simply a bug?

After a checkout (gcc_ss_20001023) and gcc_update, the following files were regenerated
during a make bootstrap on HP-UX 10.20 for me. (Using builddir != srcdir with GNU make 3.79.1
and GNU sed 3.02 instead of the broken HP one.)
