cpp seems not to include # line "file" output for empty files

gcc-2.97 from CVS as of 20001006 (can't get later ones, the connection gets
stuck in SYN_SENT) gives:
# 1 "a.c"
# 1 "a.h" 1
# 2 "a.c" 2
In any case, this is not an officiel version, take it up with Red Hat's bug
reporting system.
