Yes, this seems to be the problem.

These are what I believe to be the relevant config.cache entries:

  ac_cv_path_GMSGFMT=${ac_cv_path_GMSGFMT=no}
  ac_cv_path_MSGFMT=${ac_cv_path_MSGFMT=no}
  ac_cv_path_XGETTEXT=${ac_cv_path_XGETTEXT=:}
