VAX Ultrix gcc-2.96: ICE in `add_insn_after', at emit-rtl.c:2514

With gcc-2.96-20000519 + function.c patch, the compiler now builds and
compares through stage 3. Yeah!

However, in testing today, I found the following ICE:

regex.c:6232: Internal compiler error in `add_insn_after', at emit-rtl.c:2514
