not a bug report

this is not so much a bug report as it is a plea for help. I'm sure it's
something I'm doing or not doing that is causing the build to fail. I get
this:

(shaggy):/usr/gcc> make bootstrap
make all-recursive
Making all in intl
Making all in lib
Making all in makeinfo
make: Fatal error: Don't know how to make target `../lib/system.h'
Current working directory /usr/gcc/texinfo/makeinfo
*** Error code 1
make: Fatal error: Command failed for target `all-recursive'
Current working directory /usr/gcc/texinfo
*** Error code 1
make: Fatal error: Command failed for target `all-recursive-am'
Current working directory /usr/gcc/texinfo
*** Error code 1
make: Fatal error: Command failed for target `all-texinfo'


Please help me.
