I have exactly the same problem on my NetWinder (ARM Linux). It appears
to be caused by the Linux 2.3 headers as reverting the kernel headers to
2.2.14 means that HAVE_SYS_RESOURCE_H gets defined correctly and then the
build continues. I have not had a look at what exactly is happening other
than with 2.3.99pre5 HAVE_SYS_RESOURCE_H is not defined but with 2.2.14 it
is. Note that the actual file /usr/include/sys/resource.h exists in both
cases ...
